of Hong Kong to the Secretary of State for the
Colonies.

Your telegram 10th September Colonial Development Fund Latest estimate of cost of acquiring and forming aerodrome is $2,679,250 of which £100,000 is being
contributed by His Majesty's Government. Estimated
expenditure to end of 1929 $2,317,159 and in 1930
$249,500. This estimate includes only Colony's share of one building viz. hangar referred to in my telegram 12 September. Development of aerodrome as an airport will require extensive building, see my despatch 25th April 1928 No. 226. Cost of Commercial development only has been roughly estimated at $3,500,000 but it is impracticabis to proceed with design and estimies or to say now much of estimated cost will be spent in Great Britain until the Air Ministry approve lay-out of the whole aerodrome as recommended by Mr. Darson. At present the Colony has no funds for this development but if direct grant could be made from Colonial Development Fund Colony would be in a position to proceed. Scheme is for the present being financed partly from Public Works (1927) 8% Bollar Loan and partly from surplus balance in anticipation of future loan. I therefore ask that Colonial Development Fund should contribute £100,000 as a gift to the Colony for continued development of aerodrome. I doubt whether aerodrome can be remunerative for very many years but it is an essential part of the Colony's
